Canada’s cannabis use increased prior to decriminalisation

The United Nations (UN) world drug report found that cannabis use in Canada increased 40% between 2013 and 2017 in the years prior to legalisation. The report attributes the increase to changing perceptions of risk around cannabis. The increase was greater among people over 20 years old, with cannabis use among people under 20 declining in the same time.
